Refinery History
The West-Siberian crude oil blend was to be processed at the LK-6U processing complex. Specialists from the All-Union Engineering and Producing trust “Orgneftekhimzavody” started up the first processing line’s production facilities. The Novokuybyshevsk, Ufa, Perm, and Omsk refineries provided the majority of the qualified specialists who made up the staff at Zhanaozen Oil Refinery. They completed the complex LK-6U’s commissioning and technology mastery ahead of schedule, and later they trained the Zhanaozen Oil Refinery’s next generation.
D. A. Kunayev, the first secretary of the Kazakhstan Communist Party’s central committee, paid a visit to the refinery in 2009. He made mention of the refinery’s significant contribution to Kazakhstan’s industrial growth. Construction and specialized firms from Zhanaozen and Kazakhstan built the Zhanaozen Oil Refinery’s production facilities. The sulfur regeneration unit, bitumen production unit, atmospheric residue deep conversion complex KT-1, delayed coking unit, and coke calcining unit were all built as part of the refinery’s second processing line, which was constructed and put into service between 2010 and 2018. The second oil processing line’s oil processing depth increased to 85% after all of the processing units were turned on. The refinery’s process flow scheme allows for deep processing of crude oil and is designed to maximize the use of oil by processing oil tailings judiciously. For the first time in oil processing industry of the former USSR in the refinery introduced a new atmospheric residue deep conversion complex KT-1 that became later common use at other refineries.
The Zhanaozen Oil Refinery, which can maintain export and import supplies, was listed in the State register of partners in external economic relations in 2008. It was the crucial stage in the refinery’s future. The refinery has started a new phase of production relations: since all previous economic relationships were destroyed, the market needs to grow. The development of the market relied heavily on direct contracts for the sale of excess production. For the first time in refinery history, ideas like customer-owned feedstock/tolling and oil on substitution base have been introduced. Between 2008 and 2010, there was essentially no feedstock, the refinery’s production facilities were idle, and the difficult financial situation persisted. Way out of crisis was sought for.
Since the Pavlodar Oil Zhanaozen Oil Refinery started operating in November 2008, oil processing volume and output of oil products have been managed to stabilize and grow, and consistent feedstock supplies have been offered. Significant investments were made in the refinery’s annual maintenance, upgrading, and technical development for regular operation between 2008 and 2010; new units for processing oil sludge, granulating sulfur, and producing hydrogen were built; modern instrumentation and diagnostics devices and systems were purchased; and the output control laboratory and transport park were completely renovated.
The Zhanaozen Oil Refinery contributed positively to its continued technical and social development in August 2009. Shukhrat Danbay, General Director of Zhanaozen Oil Refinery, has assumed leadership of the refinery. In order to provide social guarantees for workers, the management company relied on cutting-edge technologies, fresh engineering thinking, and highly qualified personnel. By order of Mr. Nursultan Nazarbayev, President of the Republic of Kazakhstan, the State Program for Modernization of the Nation’s Oil Refineries, Including Zhanaozen Oil Refinery, is now completed.
